A BER is required for new dwellings from 1st January 2007 for which planning permission has been applied for or granted.
A BER indicates the energy rating of a property (similar to the energy label on an electrical white good product). The certificate is accompanied with an advisory report detailing on how to improve the rating.
A provisional BER is required if you are selling any dwelling from plans. This must be provided to the potential buyer of the property. It is based on the pre-construction drawings. The label lasts for two years from date of issue.
A Building Energy Rating is carried out using the national calculation method Dwelling Energy Assessment Procedure (DEAP). The calculation method is based on the energy balance, taking into account a range of factors that contribute to annual energy usage;
• Size, geometry and exposure of dwelling.
• Material used for the construction of the dwelling.
• Thermal insulation of the different elements of the building fabric.
• Ventilation characteristics of the dwelling and ventilation equipment.
To issue a BER certificate a full set of scaled drawings including site map, plans, elevations and sections along with copy of specification is required.
